With a district goal of broad-based community input, Schaefer Architecture led a community engagement process in the development of a comprehensive, district-wide master plan and again, eight years later, in an updated master plan. These efforts resulted in two successful bond issues, the first in 2000 ($284.5 million), and the second in 2008 ($370 million), the largest bond issue ever passed in the state of Kansas.

SJCF served as the Bond Issue Plan Manager for 180 separate projects that are part of the bond issues passed in April of 2000 and November 2008. The management process included programming and needs assessment; budgeting and scheduling for all projects; and overseeing these components while working with the owner, 16 other design firms and 23 general contractors to achieve consistency and equity in all facilities district wide.

The projects for the 2000 Bond Issue were completed in 2005, and the 2008 Bond Issue projects are on-going and will be completed spring of 2017.
